Typical Dell...they used to be decent but now their just like all the other manufacturers...bundling malware with PCs and using low quality parts...proabably is the hard disk. Download SeaTools onto a USB or CD and boot from that and run a HDD test. Good news is, is this gives you a good excuse to go out, buy a new SSD, and have fast windows boot times. Or, even better, just get a new computer.

So can you please go into the Boot Menu. This is usually achieved by spamming F12 or F8. Select the drive you want to boot from, then you will be able to boot from CD or DVD. I doubt reinstalling windows will solve this issue in this case. More of a hardware issue.

If you have reinstalled the OS, then any other programs/files on that HDD are likely gone. Did you buy the laptop from a retailer or online? If a retailer, take it back and let them try to get it to work. If online, contact Dell and make them repair or replace it, as it is only 6 months old.

I have tried reinstalling and repairing.. but failing to do so. i have contacted dell. The dell engineer is not able to solve it. He is trying by replacing every part. He had changed the mother board.. After 1 time startup the system is giving the same error response.
