I have about 130 for a CPU and I already have a gpu for the build and I got some extra for a mobo I plan on putting a GTX 960 with the CPU and I already have an after market cooler so I can overclock, and I go either Intel or AMD neither bother me
For the price I'd go for an i3 4370 or i3 6100. With some Z170 motherboard there are able to overclock the locked i3 cpus with bclk quite well, if not overclocking the 4370 is pretty much just as good. I would not look at AMD since the AM3+ platform is old and the 6300 is a good cpu, until AM4 comes I see no reason to mess with AM3+, and FM2+ prob isnt worth the best A10, and the Athlon is quite a bit cheaper but its a win win to get the i3

Pointless going with AM3+ since it is pretty much obsolete now that Zen CPUs will use a different socket. This is the best combination you can go with so long as you haven't got DDR3 RAM. Overclockable with Sky OC, good upgrade path and substantially better single thread performance.
As for over-clocking maybe it will be enabled with B150 and H110 motherboards too? Who knows.
Very unlikely, unfortunately. That would be perfect for a low cost build, but the H110 and H170 chipsets aren't meant for overclcoking. Even if they were, I'd doubt motherboard vendors would enable it as they would want to make as much money as possible by selling pricier Z170 motherboards.
