Msi gtx 950 oc temp 75c while gaming, its normal/safe?

No, Especially with an msi card i have a msi 980ti which is substantially more powerful and generates alot more heat (or should do) and i only hit 70* on ultra settings on rust
How is your airflow, how many fans/where are they/what case do you have/do you have a good cpu heatsink?
