Ignore the Motherboard, I'm going to micro center so the total cost of the processor and motherboard will be $60, bringing me down to $200. Do you guys think the A6-7400k will be fast enough for general web browsing? I plan to use it pretty much as a steam link, at least until I can find a decent graphics card off craigslist.

For $200, it is what it is. The PSU isn't great, but without a GPU you should be fine.

As far as general web browsing, the 7400k would be more than sufficient, yes.

Careful when you do pick up a GPU from Craigslist, I wouldn't trust that CX 430W to power too much.
