Underwhelming gaming performance on my gaming PC compared to other people with the exact same performance.

I have a FX-4300 and Sapphire R9 270 Dual-X, 8 GBs of RAM and my performance is really underwhelming. Compared to this persons GTA V performance with the EXACT same specs:

I realised that i'm getting 10 FPS lower in basically every benchmark in GTA V.
Is there any reasons why my FPS is lower?

I'm running the latest 15.12 Crimson drivers, Windows 10 (the guy said he's running windows 10 as well in the description) and idk what BIOS options are causing this.
Thanks!

My card is overclocked but the performance doesn't increase for some reason, probably because of a bottleneck that the CPU is causing but do you think OCing the CPU would give such a performance increase?

Overclocking you processor will most definitely help and may even get rid of a bottleneck (if you have one). However you can't just go jumping into overclocking your processor like overclocking a Sapphire GPU. Sapphire makes sure its GPU cards are well cooled so overclocking them is really no big deal, but if you are still on stock cooling for your CPU you will need a better aftermarket cooler before attempting to overclock. Some FX stock coolers have trouble keeping the CPU cool at stock clocks.

Yeah, i'm currently looking at a Hyper Evo 212 to cool my CPU.. I might try just maybe overclock to 4.1 or 4.2 GHz as I've seen success on this forum with stock coolers, I need to read up on it though as it's going to be my first time overclocking a CPU.

I would highly recommend waiting until after getting the Hyper 212 EVO (which I have used before to overclock FX 8 core processors and is a great heat sink). Make sure you overclock though bios and use AMD Overdrive to monitor your thermal margin (AMD Overdrive is the only program that shows the true temp of FX processors - it will display your thermal margin ie how much head room you have left so if it says 10C you only have 10C till you overheat). Never use AMD Overdrive to actually overclock though. I'm posting a good video guide for overclocking FX processors, it is for FX 8350 but is fine to follow for all FX processors.
