USB Ports Not Working

I recently bought my first PC ( http:// ) and when I put it together, I turned it on and found that none of the USB ports work. I also plugged in a hard drive from an old computer that had Windows on it, but I could not get past the login screen because the parts did not work. Please help! Thank you.

How can I do that if my computer does not have an optical drive? I do also have A new version of Windows on a USB disk.
Should I take the optical drive out of the old computer?

The computer recognizes the Windows DVD, but it cannot boot it. All the CD contains is an .iso file, isn't that all it needs?

How do I go into the BIOS if the keyboard doesn't work? The manual says I have to press the delete key while booting.

Sorry for being noobish, but I'm confused as to where to go from here. The PS/2 keyboard works fine, but how to I install the drivers for the motherboard and Windows? The USB ports still don't work after enabling legacy USB in the Bios (a video of my Bios screen can be found here: http:// ), so I don't know how to install Windows that way. Thanks again!
 
On another computer, you will have to make an image of the Windows iso on the USB and then burn it to a DVD. You should then be able to install Windows with that disk, and after Windows installs, run the motherboard driver disk. If you know someone who already has the same version of Windows as you have, already on a DVD, you can use that with your product key.
