Hi,
Specs:
CPU - AMD FX 8350
GPU - MSI GTX 970
SSD 250gb
Motherboard - Asus M5A78L-M/USB3

i am new to the forums so this is my first question. i wanted to know why my cpu and gpu is not performing well. i have all drivers updated and i dont feel like i am getting my money's worth performance.

i cant play any modern games with good fps. on gta v i drop to 30 40 fps constantly and at points it can drop to like 10 this is on high settings. lowering settings dont change much either. the only game i get a good experience is league of legends and i get like 120-200fps on max. recently i tried playing borderlands 2 and it drops to 40 fps when theres explosions.

However my friend has the same CPU and GTX 750 ti and he gets better frames on gta.

could this be a case of my cpu bottlenecking my gpu or is my gpu msi gtx 970 just trash like that?
 
Both your GPU and CPU are good enough and neither of them is bottlenecking the other one. The motherboard you have is not really that good for an FX 8350 even though they are compatible.Als, have you measured the temperatures to see if they are alright?

temperature levels are normal i do have good airflow in my case. im thinking of upgrading to an i5 4690k but i am not sure because i dont know if my gpu is the problem.

Like Andrei said, the Corsair CX Series are not really good, built with low quality capacitors which tend to deteriorate way faster than others, leading to power issues.

However lets not jump into conclusions yet, if possible get borrowed another reliable PSU and test your system with it, otherwise you could monitor your voltages with HWMonitor Pro (remember enabling its log feature) while gaming and then upload the results so we can see what's going on.
