Gaming computer upgrade to new graphics card.

I am planing on upgrading to a Gtx 960 4Gb. I want to be able to play high end games like, Fallout 4, Ark survival and other PC games, while also possibly recording and or having browsers open. My current build with no other processes running can play fallout 4, Gta 5 at around 15-60 fps on medium settings. But there are two main questions I have. First off do I need to upgrade all the way to a 960, or on the opposite spectrum do I need something better? The other question is what Psu should I get to power the rig since I don't think my current one will work.
PC specs;
Mobo: AsusTek k30AD_M31AD_M51AD
Processor: Intel core i7-4770k cpu 3.4ghz
Ram: 16GB
Windows 8.1 64bit
Graphics: gtx 650 standard
Psu: 350W
Extra: I have two case fans.

I want to get 960 or 970 but also want to save money if I don't need that powerful of a Gpu.

Personally, I recommend the 380X (Requires PSU Change) as it competes with the 970 when it comes to price/performance. Also it has higher memory bandwidth.

60fps and maxed settings same for all games. With other programs like recording software and browsers which is not necessary but would like to be able to.

Yeah at maxed setting even @ 1080p you will have to upgrade to a 970 for high or a 980 for max settings.

That is for if I want other programs running in the background? Because I just watched a guy record fallout 4 game play at ultra settings with 38-55 fps. That is while recording with a processor that is 15% slower then my current one.
