is there any way to customize the windows 2000 start menu?

if any of you have heard of the windows XP beta OS, windows whistler, i really love the watercolor theme the OS has, and i want some features from it on my old dell inspiron with windows 2000

so a start menu like this

i already have a windows whistler theme installed using windowblinds onto the laptop, is there any way to implement the whistler start menu?

If you are using windowsblinds, I'd check with them, but I'd guess if it was not done by now, there won't be anything new added for such an old OS.
