Most of the time they do not come with thermal paste.
Yes thermal paste is required for a CPU to prevent overheating.
If you don't have thermal paste i suggest you go buy some because you will need it.
 
My cpu's have always come with thermal paste when part of a boxed retail version with cooler. It works well enough though it's always good to have some extra on hand just in case.

Most anything works well depending what's cheap at the time, arctic silver 5, arctic mx4, prolimatech pk1, masscool g751 shin-etsu. Even if your stock cooler comes with preapplied paste, if for some reason you have to remove the cooler or don't get it seated properly etc you'll want to clean it off and reapply fresh thermal compound.

If it's an oem version cpu where it comes as a chip only and no heatsink it won't have thermal paste with it. Most aftermarket coolers come with some sort of thermal paste as well.

Is there a difference between high priced and low priced Thermal Paste?

 
Not really. Some pastes may flow easier, some are thicker consistency, some have a burn in time like as5, others don't. Unless it's a really cheap unheard of brand paste most perform within around 1-3c of each other. All the thermal paste has to do is form a thin layer and fill any microscopic gaps between the cpu ihs (metal lid) and cpu cooler base.

I suppose given how thin a layer of thermal paste is when applied, 1-3c is a large temp difference and sign of efficiency in heat transfer. The reality is there's only a difference of one to a couple degrees celsius and in the larger scheme of things other differences like ambient room temps can play a bigger role in cooling. If the temps of the room the pc is in fluctuate 10 degrees C depending on the day or the weather the difference in thermal paste temps no longer matters much.
