I was in military since 4-5 months and while that my dear brother made me banned from my favourite game&forum

Is there a way to change ip adress completely?Opening&closing router doesnt work game&forum still detects you

IP address provided by most ISP for home user is not fixed or changeable. If you run business class Internet, you will have a fixed IP that could also be changed by making a request to your ISP.

People telling that changing your dynamic ip to a static ip can work

Is this true tho?

No that setting is for your internal network. The external network or internet is managed by your ISP. Nothing you do can get them to change your IP address. The only other option is to use a VPN service. Since all the traffic will be routed through the vpn it will be like having a new IP address. Using a service like that can slow down your connection though so be warned. Also VPNs are not free.
