Q1. Complete noob about bottle necking problems ?
can anybody tell me about any bottle necking issue in my build.

Q2. Can i get 30 fps on atleast medium settings ?
i dont care about fps THAT much, 30 is fine for me but it should be able to do that at medium/high settings @ 1080p or 720p.
Gonna be playing games like gta v, just cause 3, cod black ops 3.

Q3. Is this build future proof ?
maybe a lil bit ?

Any other issue with this build compatibility or some bad parts so let me know.

1. All systems, by definition, have a bottleneck. On a budget, you have made reasonable selections. In the future, you will be able to upgrade the graphics card to improve performance in games.
2. Even at 1080p, I think you will manage better than 30FPS in most games, likely with "high" settings (possibly no AA). At 720p, you'll do even better.
3. "Future-proof" is a myth. The best you can get is "future-resistant," which I believe you have. You can upgrade the graphics card and even the CPU as your budget allows.
Make sure you have selected a quality PSU. For the rig as-is, without regard to upgrades, one of the 300W-350W Seasonic 80+ bronze units would provide years of life for that system. If you are anticipating a graphics...

2 yes in most cases and playing with in game details will help
3 future proof is concept that can be disputed with the speed of evolution but we can say you are getting good for the money out of it.
2-3 years down the line you can upgrade the GPU to extend the lifespan and so on.

Can u please explain the gaming performance a bit more and yea i have another question.

Im gonna be using HDMI to connect to my display and as far as i know HDMI is 24hz, does that mean im gonna be stuck at 24 fps or will it reach 30 fps or higher ?

If you are anticipating a graphics card upgrade, you will probably want 500W-550W. I would recommend Seasonic (their own, XFX, EVGA GS, some Antec), Super Flower (Kingwin Lazer, OLD Rosewill Capstone, EVGA G2, B2, or even P2), or Delta (some Antec).
IMHO, you will improve future-resistance somewhat by getting a H97 or even B85 motherboard instead. Take a look at ASRock's H97M Pro4, which is now just $60. Review at http://www.tomshardware.com/reviews/asrock-h97m-pro4-motherboard,4191.html

I have another question.
