Help Gfx Card fan is acting funny

Specs :
CPU : AMD Phenom II x4 965 3.4Ghz BE
GPU : Asus AMD HD 7770 oc Edition in Crossfire with his bro
PSU : Cooler Master Extreme 525 Watt
Ram : 8 GB corsair vengeance DDR3 1600 Mhz cl9 Dual channel ( 2x4)

So here's my problem, My 2nd 7770's fan is acting funny, when i first boot my PC it just wont spin at all, even when i try to run a game it just wont start ( The gfx card would just overheat and the driver crash after 30 secs), but when i set the fan speed manually to a 100% it would start spinning at 100% speed and when i try to lower the speed over 65% it just stops again and setting it to automatically would also stop the fan, so it's like this

100% Fan (Ok)
Afterwards
100% <= 65% (Ok)
>65 (stops)

and it's started to annoy me, every time i have to manually set it to 100% ( Which is so loud btw) and then lower it down to 65% ( Which is fine but yeah...) to be able to use it.

I tried the Gfx card on diff sets and the same result was obtained. ( diff mobo and PSU and Ram )

Would this be a firmware/Bios/ROM problem ? Both gfx Cards were bought at the same time and faced the same situations.

Have you tried using a custom fan curve? You can use the one provided by MSI afterburner. Works well.
