Should I be able to boot to bios without the OS CD in the disc drive?

I reach the bios screen, but it quickly flicks to a black screen which says bootmgr is missing. Do I need to put the OS CD in to reach BIOS options? Sorry if this is worded badly. Thanks.

No. You need to read the user's manual and find out what key you have to press (probably fast and repeatedly) to get the PC to go to the BIOS rather than attempting to boot. It may take several attempts to get the timing on the keyboard right. Ctl+Alt+Del when it says bootmgr missing should let you try again.
