GPU power consumption low?

I have an MSI R9 390x crossfire setup and my graphics cards never seem to be running as they should be! Here is a screenshot of one of my cards while on 100% GPU load. As you can see the VDDC Power In value which I assume is the total wattage into the card only reached 180w everyone else who used it reports it maxing out at 400w+.

Do I have some weird setting somewhere limiting it? Windows is set to high performance mode and I have a 1000W corsair PSU.

The GPU loads are barley ever on 100% on both cards at the same time while playing games. Having 2 cards isn't really an improvement upon one card as they only reach about 50% in crossfire mode. :(

Nope, I've tried every setting possible, the GPU's seem to have more load on them when I able super sampling t 200% because of this the fps is very similar...makes no sense
