I have the same problem HD 4700, possible bios corrution more likely the driver for the board can't work with newer os and ati

ATI has made my computer inoperable due to drivers not working on latest version of linux and windows. problem so bad I can't re-install OS either. Seem ATI won't have a driver package and does not support a fix for an expensive and relatively recent card. 3d mesa open-gl related problem and driver related and lack of support and no know fixes

This comment strikes me as rather rambling. You say a driver issue on your AMD HD4700 is preventing you from installing a linux operating system? This doesn't seem likely and also doesn't make any sense if you don't tell us what distro you are using. Also tell us which version of windows you are running and whether you are dual booting. Please tell us exactly what you attempted to do and exactly what happened.
