I turned on my PC and a fan in my PC was running at 100%. I looked in my BIOS and saw my regular fans were at normal speeds. It was my GPU running at high fan speeds. This was right I installed my OS and installed my drivers and nothing calmed my fans down. Its only the GPU and nothing else. The GPU is nowhere near hot and the only things I upgraded were hard drive, PSU, and one RAM stick. I don't know what to do.

Solution
I've had a similar issue with my GTX 780 before and the problem was that the connector connecting the fans to the GPU was a bit loose and it forced the fans to run at 100%. Depending on what GPU you have you should be able to check the connector by removing the GPU from the computer and finding a 3 pin connector.

This might not be the issue but it's worth checking out.

Thank you this was the fix! You saved me from having to spend 400$ on a new GPU.
