So about 1 week ago, I posted a thread describing my computer not wanting to start. I had just replaced my MOBO after my computer crashed during bios update, and also got liquid cooling. After putting all the new components into my PC and booting it up, my monitors just display "no signal" or "no input signal". Someone, alexiou, said that I should either RMA or get a new CPU. Seeing that he was "Motherboard master", I decided to give it a shot. So I bought another spanking new CPU. Here I am 5 days later angry as hell that I just wasted $260 on another CPU (my old one could not be returned) and the error still exists.
Here are some things that I have noticed:
1. Upon boot up, I see the DRAM light on my MOBO light up, then turns off. Immediately after that, the CPU light flickers then goes back to the DRAM light for 2 seconds. This pattern repeats itself.

2. There is nothing wrong with my new CPU, I tested it on my brother's Z170 build and it worked fine.

3. There is nothing wrong with my CPU Cooler. It is brand spanking new and everything is plugged in correctly; fans spinning.

4. I am not sure if there is something wrong with anything else. My MOBO is pretty much brand new, so I doubt there is something wrong with it. However, the error I am having right now is the same error I had when my computer crashed during BIOS update and I tried to boot up. There could be something wrong with my RAM, but I have no clue. All I know is that the DRAM light on my MOBO changes to CPU then back when booted up. My GPU seems to be working fine, all the fans are spinning if that means that it is working. I have no idea if there is something wrong with my SATA drives, I have an SSD and an SSHD. And finally, I am not sure if there is something wrong with my PSU, just that I have enough power and everything is plugged in tight.

5. Could it be possible that when my computer shut down during BIOS update, everything connected to my MOBO including my MOBO were damaged? (Worst Case Scenario)

Also, I am not an idiot so please do not tell me to "boot up with one stick of ram" or "reseat your ram" or "reseat your GPU". I have gone through the checklist http://www.tomshardware.com/answers/id-2910644/computer-start-checklist-unplugging-rep-lugging.html I would say a good 10 times. I got to the point that I took everything out of my case and rebuilt my computer. Twice. At this point I am beyond frustration and Happy New Year!

Ah sorry I forgot to put that in the thread! I am reusing my GPU, a Sapphire Nitro R9 390, my SATA drives, a 240GB PNY SSD, and a 2 TB SSHD, my PSU, a 750W EVGA G2, and my RAM, Quad Channel Ballistix Sport 4gb(16gb in total).
 
don't use the gpu, use 1 stick of ram first, you could even remove all drives (lets try to get to bios first, have something display first)
use the gpu of the cpu.
remove other parts that are not needed yet, so we could minimize factors. reset the bios also

As I said, I have gone through the checklist around 10 times. But I am curious as how do you reset bios without having a display, I already pulled the battery out for 10 min to try to reset cmos but it still returns same error

There's your problem. If the system was shut down in the middle of a flash then your motherboard is just a brick now. Consult your motherboard manual for any recovery options. Failing that you either try to RMA the board or buy a new one.
 
You still haven't provided a complete list of components in your build. Right now it looks like the new motherboard needs to be RMA'd as those LED's on board indicate that the corresponding components are either not present or faulty. A failed/failing/substandard power supply can also cause a myriad of random problems.

Wow, computer sounds like a basket case beforehand. Still with the minimum of CPU, 1 RAM, and GPU it should show the BIOS, if it doesn't get that far and we know the CPU isn't bad, then its probably the RAM. However first, maybe could you borrow your brother's GPU? Just to rule that out?
 
Can you try another PSU ?
Also, to reset your BIOS, do this:

Resetting BIOS to default values
1. Power off the computer and unplug the power cord.
2. Use a jumper cap to short JBAT1 for about 5-10 seconds.
3. Remove the jumper cap from JBAT1.
4. Plug the power cord and power on the computer

Yes but the LEDs are not red, they display the color white. Also my new MOBO never got bricked, that was my old one.

Why would I need to RMA my new MOBO? It's spanking new never been bricked it is very unlikely it arrived with a bad bios chip

Oh I've done that I thought that was how you reset CMOS though

Are the guts in the case or on a bench/table (non-conductive surface)? If in the case have you put it together at any time on a bench/table? If each time in the case may be shorting off the case, might want to bench it - wrote a guide that may help here:

Prob not what you wanted to hear, but if it's shorting on the case this will eliminate that and my list may have something on it your other list didn't

Why? New/old has nothing to do with it. Electronics can fail at ANY time. Since you have tested the other components, with the exception of the power supply, all that's left is the motherboard.
