Migrate OS to SSD without losing data? (Win 10)

I am installing a samsung 850 evo 250gb.... I am attempting to move only the os and some programs to the ssd, without losing the data on the hard drive, but is it even possible? I'd like to not have to download a second OS install because my wifi is pretty slow and it could be a long time before its finished... Also, I cant just copy my hard drive data over to the ssd because my 1tb hard drive is at about 70% full...

edit: If I have to install a second OS, I will... But my question is, what will I lose? What will I have to change/reinstall (Drivers) and I dont have the key from the original windows 7 I upgraded to 10 from, so how would I go about that?
 
Solution
If you follow Samsung recommendation - you need allocate 10% of your drive as "over provisioned".. i.e. leave it blank/unformatted.. and you don't want it full once you copy over - you need leave some room for growth of things you cant move off your C drive.. so you need get it down to about 150GB.. (IMHO)..
So my recommend is to do clean install on SSD.
would really be nice if you could get another 1TB drive for a while (borrow from friend and USB drive?) .. backup your current to that.. then wipe your 1TB and reinstall stuff (only on SSD if really needed... onto 1TB if speed is not key) and then you still have access to your data and app settings on the backup.
If you smart - you could do this on your 1TB only - but since you asking...
