If you had a full atx or even micro atx case then you could have saved a few bucks there, but those tiny emachine cases are a pain to work with. As far as upgrading what you have in that little e machine you could get the max supported CPU, some RAM, and maybe an nvidia GT 730 with a single slot cooler, but it still wouldn't be great and would be slower than what I'm proposing here.

megamanx00 buid is good best CPU for the socket
how ever i would look for a 760 costing around the same maybe 10$ more and you would easily get like 20fps more out of it than a 360.

it still think youll be the happist over clockein a non-k skylake i3 up to 4.5 gz it will out run any thing and then just get desceet grafics.

It doesn't look like it officially takes any other CPUs. You could try it, but I would recommend getting a better PSU. The best you might be able to do is like a low power Phenom II X4 925. You still need new RAM as what you have isn't enough. As for upgrading your video card it would have to be low profile so you would be looking for a low profile 750Ti. If you put those in and don't upgrade your PSU then you may fry your system. Even then it may not do better than low settings at GTA 5.
