I want to know on games like The Witcher 3, Fallout 4 and Metal Gear Solid V, which graphic settings assemble the ones on the console version of the game, it doesn't need to be an exact pixel to pixel assimilation, but maybe a little bit better. Also, can my PC play them that way?

Specs:
CPU: Intel 2 100 (Sandy Bridge)
GPU: Radeon R9 380 Dual-X (2 GB version)
PSU: Corsair CX500M
HDD: 500 GB
Ram: 8 GB DDR3 (2x4) (not sure of frequency, something like 1000 Mhz)

No, Ultra is a higher setting than High. Consoles are usually on High Settings, as they probably can't handle Ultra settings. When it come's to NVIDIA Settings, sorry but I can't tell you. I'm not really positive if they use those. And no, Consoles don't have Anti-Aliasing

1080p, all high settings. Difference is: the PS4 and Xbox are both capped at 30 FPS.

For Fallout 4 and MGSV, I think you should be fine on these settings, getting 50~60 FPS. But for Witcher 3, I doubt you will get above 50 FPS.

They are not capped to 30fps. Bf4 plays at 60fps although dips to 50fps and actually is 900p and 720p to achieve that. For most games it's a mix of med-high depending on the game. Usually console will have fxaa which isn't as good as other types of aa but is less taxing. As for as other features, that's a no on console and yes on pc but that's pretty vague.
