Don't get such a cheap graphics card, I know you're on a budget but I would go for at least a GTX 660 ti if you want to run CSGO and Universe Sandbox 2.

16GB of Ram is not necessary and as said a better GPU will do alot more, beffed up PSU, added SSD, cheaper Mobo to get this (mobo is still good) and much better GPU

the evga 500w unit is definitely low quality. but the evga b2 750w unit i picked is a superflower that is excellent quality.
