Should the Graphic Card's Fan be Running all the Time?

Sounds dumb but I just had this computer built almost a month ago, and I don't think the GPU's fan ever turned on. Somewhere I read that the gpu fan only turns on at high temperatures or something. It is a MSI R9 390 8G with ASRock z97 Extreme4 Motherboard. Other than that, everything is running smoothly, I just don't want something to burn out by not having the fans running. Is there a way to check or turn it on. Thanks.

Solution
I think that one will turn the fans off until it reaches a certain temperature but there's also a know issue with the Crimson software suite that can lock the fans off, make sure you have the latest version installed.
If you want to override the automatic fan settings you can download the excellent MSI Afterburner software and set a custom fan profile there.

Yes, I do have the latest version installed. So there is nothing to worry about right? I have not done any serious gaming since the built. Is there a way to check the temperature?

I don't have any games install at the moment. How do I do a gpu benchmark?

Download GPU-Z, it's free and doesn't require installation.
Run it and beside the PCI-E info box there's a little blue '?', click on that to start the render test then click on the 'Sensors' tab to check the loads/ temperatures.
The GPU-Z test isn't particularly demanding but it's demanding enough to check cooling.

Use GPU-Z to check temperature when it's idling while fans are not running. A lot of fans of newer graphics cards are designed to run at 0 rpm when it's idling or below certain temperature. It's a good thing it doesn't even run to keep it quite. It's a great card!

I just downloaded the MSI Afterburner software and set the auto off on the fan speed. I raised the fan speed to medium and it works! Should I leave it at auto?

This is what the GPU-Z is reading http://imgur.com/x6Jk1Dr
