I have 3 CPU's to choose from I've already ordered my case, I want to decide on a CPU first before i decide on the motherboard.

I have to choose from :

AMD FX-6300 (Hexa Core)
AMD Athlon X4 860K (Quad Core)
Intel I3 4160 (Dual Core)

What one would you recommend I'm on an extremely strict budget and I'm hoping to play Fallout 4, GTA V, ARK Survival Evolved. and editing on Sony Vegas Pro 13

I agree. The AMD FX-6300 will perform better in some games that are optimized for multicore, but for most applications, you will be happier with the Core i3. You could also swap in an i5 processor down the road as well.

Hence why its a waste to buy it in the first place. And a good i5 will handily defeat the 8350 most of the time. Or he could even go i7. It pains me to say this as an AMD guy.

The 8350 beats some i5 processors. A lot of modern games utilize more cores so you'll get great performance. Also the Vulkan and DX12 APIs are coming out so when you upgrade to an 8350 you will get outstanding performance in games.

The 4350 is a dog. I cannot recommend the FX CPU's if you want to upgrade in the future, its a dead series thats just waiting for Zen to come out late next year to finally put a bullet in its head. The i3 and LGA1150 socket gives you many CPU options to upgrade to. Some options are way faster than the 8350 or 8370.

Nah, it can run those games and the duel core is fine. I've been multi-tasking with it and I've had no problems. It kind of feels like my old i5 3450.

I haven't overclocked, runs fine. No lag. Multi-tasking is fine and gaming is also fine.

Stock fan too, bargain at how cheap it is.
