Intel core i-3-4170 throttleing?

So I built a new system recently. Intel core i3-4170 (stock cooler) 4 Gigs of ram nVidia GTX 750TI. Anyway under full load my cpu hits 100 degrees celcius and then thermal throttles. The paste on the stock cooler was hard, so I replaced it with new paste and it still runs hot. Anyone know why? Thanks!

What do you mean the paste on the stock cooler was hard? And did you maybe apply too much of the new thermal paste? You want a paperthin layer over the top lid of the CPU just to create a perfect contact between the heatsink and the lid.

Solution
If you are running Prime95 28.5 or newer, then that most likely is normal. What's your ambient temperature? An i3-4170 at ambient 23°C using the stock cooler from an i5-4590 (that one has a copper core and slightly better cooling fins) reaches 99°C when running Prime95 28.5 Small FFTs, but it doesn't throttle. I use Intel XTU to monitor both cores.

no i was running cinebench and the ambiant temp is 68 degreese ferinhite

Yea im going out rn, but when I get back im going to take the cooler back off and look and maybe take some thermal paste off. The paste that came with the cooler (which was on the bottom of the cooler) was as hard as a rock. i figured that out after it would get WAY too hot and i took the cooler off the first time, thats why i scraped it off and out new paste on. Thanks for the reply and I'll keep you posted!

Yep, i reapplied thermal paste (and this time less) and my max temps during cinebench this time was 86degreese celcius, and the max WAS 100 (which was the temp it started throttling at). Thanks so much for your help!
