Switching out two motherboards with each other; Complications with Windows OEM license?

My motherboard is not SLI-compatible. My brother's, however, is compatible. He does not plan on getting SLI, but I have an extra GTX 970 as we speak. I have thought about switching the motherboards along with the hard drives so no OS reinstallation is needed. The problem here is that my brother's copy of Windows 7 is OEM, and he refuses to upgrade to Windows 10. OEM's are bound to the first motherboard it is activated on, correct? Do I really need to buy a new license because I need to switch motherboards?

License issues and actual booting issues.

If the hard drive stays with the motherboard it was installed with, no problems.
If you swap them around, problems.
