Would my specs be able to run Skyrim on high with ENB and other mods with a playable fps?

Specs:

Graphics Card - Gtx 960 SSC 2GB
Processor - Core i5 2320 3.00GHz
Ram - 6Gb

If I cant with graphics mods, how about stock graphics on high?

short answer Yes

Long answer depends on what frame rate you are targeting and resolution Some of the heavier mods might only be playable at sub 60fps at 1080p while others will run 60+. Now if you are talking 4k forget it your gpu is to week.

Here is an example his cpu is stronger by not drastically so it should have little baring on average performance.

Thanks guys. I looked on youtube, i couldn't find any with the exact specs. Someone with a 3.40ghz CPU, they said the game used 100% of their cpu. And no, im not looking at 4k, I already know that's never going to happen. I wanna choose both answers. Thanks for the answers. Any recommendations for a good cpu that isnt too pricey that i could pick up for my birth day money?

I know, this is a while from when you answered, but. I found out my motherboard is a 1155. Are there any 1155 cpus that you know of that arent 300+ dollars?
