CPU loads are shooting up to 100 percent?

The only thing I'm doing on my Computer is running an anti virus scan at the same time just browsing the web (light browsing, no youtube or streaming). ANd then suddenly, my CPU loads shoot up to 90 to 100 %! Idk why that's so. Is this normal? Before whenever I'd run anti virus scans they don't get this crazy. I'm just worried something might be wrong with my PC.

Yeah, Norton was in a little trouble. Even as good as their intentions were, that program gets its nose into everything, its a deep diver kinda thing, and with all the checks and balances going on it was slowing pc's down in performance, which was giving it a very bad reputation with many ppl as they didn't have the best performing pc's to begin with, so couldn't afford the loss. Norton is still a deep diver, but there's been a lot of work done to minimize it's obtrusiveness while still retaining it's ability to catch issues. Free Antivirus is very popular, but is mainly manual, it'll only catch bugs ready on the system, you have to pay for the pro versions to get the live time security. I luck out since my cable Internet gives me Norton for free, combined with malwarebytes I'm pretty well covered. But even running both simultaneously, still won't put cpu to 100%. Only thing so far that has, other than stress tests was a font issue developed by a failed nvidia driver update, but that was easily fixed. Whatever is popping op's system will be in the processes tab in task-manager, all users. It's just a matter of duplicating the issue. Many times its actually malware doing a burst broadcast to its cookie sites, of which there can be thousands, so will eat cpu% easily.
