I have saved up some money over the past year to get a new PC. I have come up with this build and was wondering if it would run games a few years down the road with no issues. I don't want to spend anymore money than this build costs. Also the build doesn't include any storage since I already have that covered.

CPUs have held their ground for years. GPUs are the quickest thing to date, by far.
Get the 970 and sell it on ebay in 18~ months time, upgrading to the next iteration.

Currently the best is a 980ti @ 1440p on a big screen - 32". Hopefully soon, single cards will be able to run 4K fluently.

24" is still to small. We only think its sufficient because we grew up on tiny screens limited by old technology.
