Next gen system requirements. Long story short, I'm complaining

I was born(3rd world), fell in love with contra(yes, from the nes and yes in the early 2000s) and Mario and everything I could get my hands on. A little later(2009 to be precise) my brother got a pc, it was the best thing ever. I played all kinds of games, GTA vc and Mame 32 were a kickass combination. In 2010, when our system couldn't run transformers 2 we upgraded to a fire breathing Pentium dual core e5700 3ghz and an nvidia 210. We could run everything with a system of less than R1200(~$80) for a long time even. I can play even FIFA 15( at least I told so) but I still run most to all 2013 titles and back with no major problems if any. Currently playing lords of shadow 2 like it was RE5.

And now the fun part, why are the low end(and believe me when I say low end) graphics card costing more per piece than my entire system. Was it always like this when next gen came out or is this one different. I hope it was always like this because that means I'll be last gen gaming for this year or so until low ends like the 210 come out. Right now, even cards I thought I would run the world with if I upgraded to like the gt 610 have become laughing stock.Now, will this bull get worse or better, simple as that.

TLDR: Will we, the low enders be given the privelege to play new gen titles later on by the hardware folks by releasing low priced gpus and cpus that can get the job done like the 210 and e5700. Or maybe the game devs could try to optimize their beasts to be friendlier to the low class or are we lost forever( I truly can't afford ANY single piece of hardware over $70.

No. The low-end PCs are constantly losing capability to play new games as some games even limit their games to be played on at least a quad-core etc. Components are now extremely expensive but those are the ones dedicated to extreme gaming.

A build with G3258 and a GTX 750 Ti which will run any new game fine (except those few games that put those quad-core CPU restrictions) can cost you around $400 which is not terrible.

Solution
Optimization is a main factor here. Lately, more and more games on PC have been released without proper optimization given. Games perform less than they should even on high end GPUs. Games like GTA V or MGSV (Not eliminating that there are some minor issues, but they've done better than others) looks good and runs amazing, even on low end PCs. That is a case of great optimization done by the devs.
We've only entered the current gen, I think if we give it time, there might be more GPUs in the low end range that could run games well at low settings and resolution.

I mostly look at mid range GPUs now than high end ones, because they're too expensive from where I come from.
And with my current setup, I'm able to play modern titles at HD resolution and medium-high settings, which is more than enough for me.

Is there a build you can recommend with those two? This will be my first build to play some games especially for older systems, as well as a kind of HTPC for some movies and tv shows. Nothing too taxing I would think.
