I'm building a very low budget gaming PC (nothing special) I don't plan on high resolutions etc. only 720p or 1080p medium to low settings. I'm getting the AMD A10-7850k. I'll get straight to the point, is the Hyper 212Evo cooling fan sufficient for this processor? I know AMD chips have a reputation for generating more heat.

I know Intel processors are better but I've already made up my mind and I don't need any lectures, I just want to know the best cooling fan or is the stock cooler good enough?

For just gaming wise, and not normal overclocking the stock cooler is fine. AMD does have the tendency to run warmer, but they Intel chips actually have the ability to run hotter. You will have a lot of OC headroom though if you decide to get the Hyper 212 EVO, it is definitely not necessary though.
