My AMD 4 core is only using 2 cores?

Hi, I'm having a lot of issue with bottlenecking my GTX 950, because my AMD A-10-5800k apu isn't utilizing it's 4 cores but instead, Using 2. Therefor, Getting really bad stuttering in games because my cpu usage is at 100%. What do I do? I've already tried going into msconfig>Boot>Advanced> Number of Processors> 4 instead of 1. My apu is clocked at 3.8 GHz.

Does anything on windows run on the other 2 core's and how many cores does windows see your system as having

Nothing runs on the other cores. And if I ask Cortana and look at the specs of my cpu, It says it has 4 cores.

Not every game is made to run in all cores, some use one, some two and other four.

CPU-Z ? Device Manager ? System Properties ? What's there.

Device manager says under processors: AMD A10-5800k APU with Radeon(tm) HD Graphics. There are four of those.
On cpu-z it says: Cores: 4 Threads: 4.
System Properties says: AMD A10-5800k APU 3.80 GHz.

That's everything. But in task manager at all times, It says that I only have 2 cores.
