My top pwm fans shake the top of my chassis and its louder the faster it spins the noise goes on then off constantly how do I change this to make the fans run constantly also the fans are on by rubber buckles

If the fans shake, they are probably defective and out of balance.

To get a constant speed, look for fan control options in your bios.
Or, use a simple rheostat like a zalman fanmate to fine tune a constant speed.
