GPU doesnt use full boost clock

Hello Guys, i have a GTX970 and the maximum boost clock is 1291MhZ. For some reason in some Games (e.g. Project Cars) my card stuck between 1050 and ~1170MhZ with 99% usage (MSI Afterburner):??:

My question is: is this normal or bad?
Max Temp is set to 79°C and the vent usage is never above 50%.

Please answer and help me guys. If this is normal, I am fine too. :)

Really? So how comes my 970's are sitting at 80c and yet running a boost clock 1240mhz on the top card and 1239mhz on the bottom card?

I have a Dell XPS8500 Case which isnt the best in terms of cooling...
79° was the pre choosen Maximum by nVidia, cause 80° will force the card to lost the boost clock.
But the GPU Vents are only 50% used, should i just set the max temperature to like 60° with MSI Afterburner?

(Sorry for bad english)

I reach 1291MhZ with 79 Degrees in some other games. I just want to know if this is normal and the card automatically reduces clock if not needed

What temperature would you recommend?
