PC Shut Off And Will Not Come Back On

I recently purchased and installed a 390x gpu into my pc. During the firestrike benchmark it crashed and wouldn't turn on for a few miniutes. Now it shut down playing Witcher 3 and will not come back on. I heard that this may be a PSU issue but the /9gpu does in fact receive some power due to LEDS being on and shown to be receiving power. Could this be a power issue or something related to mobo and bios.

CPU- FX-8350
GPU- 390x previously 280x
PSU- 550W LSB
RAM- 8Gb
MB- MSI 970A-G46
 
Solution
Ultra doesn't have an LSB series but they do have an LSP series and they are utter junk. Their 550w LSP can only put out 360w on the 12v rail and is totally inadequate for your build, that low quality Ultra didn't stand a chance. If you are lucky only the psu failed, and it didn't take anything with it.

Who makes that psu i googled it and about 20 different ones came up.
What would happen if your PSU can't cope with the load:

Bad 3D performance
Crashing games
Spontaneous reset or imminent shutdown of the PC
Freezing during gameplay
PSU overload can cause it to break down.
They recomend a 550 to 600watt quality psu for that on a basic system if you are over clocking it and the cpu i would recomend a better PSU with hiogher wattage. For gaming always try to get a tier 1 or tier 2 psu.

I fixed the problem, I bought a new 700w corsair.
