Computer turns on when cpu is not locked down but wont turn on when locked down

okay so I just started building a new computer when I tried testing it outside the case. My computer turns on for a second then imediatly off. I went throught all of the things located here:

I then tried not locking down my cpu and just letting it sit there. The computer turned on fine and everything worked however no BIOS nor POST. I then tried locking it down and the computer went back to the way it was. This isnt a mobo problem for I tried the same cpu on a working mobo. Any suggestions for I really dont want to buy a new cpu

Make sure all the pins in the motherboard's CPU socket are straight. Also make sure you're placing the CPU correctly (golden triangle on the CPU aligned with triangle on the socket).
