I'm planning on upgrading my PC with a 450€ ~ budget

I got 450€~ to spent either for a GPU or CPU

My current setup:

GPU: HIS R9 280x
CPU: AMD FX 8350
RAM: 16Gb
Motherboard: Gigabyte GA-970A-UD3
PSU: Arctic Fusion 550w

I'm playing on 1080p atm and I dont think that will change in near future.
I was thinking about the new r9 390 4GB to release since 4GB of VRAM would be more than enough to play at 1080p. But I'm not sure if my CPU would be to much of a bottleneck for a r9 390.

The Games I Play:

Witcher 3
Fallout 4
Rainbow Six Siege
ARK: Survival Evolved
GTA V
H1Z1

Well, if you buy a R9 390 for cheaper than GTX 970, you could spend some money to get a new good psu. The new psu will also allow you to upgrade to better more powerful cards in the future.

Get the R9 390. But they are launched with 8GB VRAM, not 4 GB. It is a good card for 1080p. Your CPU won't bottleneck it. Your psu will need an upgrade though. Get a 600 W psu at least. Something like Seasonic S12II 620W or EVGA 650 G2 will do fine.
If you don't want to upgrade your psu, get a GTX 970 instead.

Right, didint think about the psu issues so the gtx 970 would also be a nice solutuion.

and since the r9 390 for me (€) the better price / performance card compared to the gtx 970 is the 4GB card should then be even cheaper ^^
