Will RAM Upgrade Boost Performance With a Budget CPU?

I have already installed W10 on a machine built for W7 Home. It has an AMD Athlon II X2 250 Processor 3.00 GHz with 5.00 GB RAM and onboard video. It seems that sometimes, when editing video or running Defender or MalwareBytes, the system slows down quite a bit. If I upgrade to 8 GB RAM, is it likely that I won't see much improvement because of the AMD Athlon II X2 250 Processor 3.00 GHz possibly the problem? When I check Task Manager when these programs are running, my CPU usage is usually near 100%. This is what I want to install in place of the OEM memory: 8 MB of DDR3L PC3L-14900 • CL=13 • Unbuffered • NON-ECC • DDR3L-1866 • 1.35V • 512Meg x 64
