Motherboard Problem help

I have an issue with my build all parts are brand new but it seems to me that the motherboard is bad. But I'm not sure what it is. I did a jump start on the psu and it works. However when connected to the motherboard (haven't installed the cpu, gpu, only have the cables connected to it and the ram installed)The power supply is connected to the wall and to the motherboard. So my question would be if the motherboard is bad and i need to return it or if I'm doing something wrong? any help appreciated. Thank you.

CPU: Intel Core i5-4690K 3.5GHz

Motherboard: ASRock Z97 Extreme3 ATX LGA1150

Memory: Corsair Vengeance 8GB

Storage: Western Digital Caviar Black 1TB

Video Card: Gigabyte GeForce GTX 960 2GB

Case: NZXT Phantom (White) ATX Full Tower

Power Supply: SeaSonic 620W 80+ Bronze

Optical Drive: Asus DRW-24B1ST/BLK/B/AS

Operating System: Microsoft Windows 10 Home OEM (64-bit)
 


Without a CPU you can only test if a case fan connected to the motherboard does spin.
