my case is cm n500
my intake fan is 2 sickleflow. I change my fan to the JETFLo.
after change i go feel by my hand i can tell that not much air produce it before my sickleflow..
i use some paper to test it, it seems like jetflo suck the inside case air?

jetflo air is going straight maybe blocked by case steel
sickleflow air is going wide so it could be spread the air thru the blocked steel?

Solution
The optimal arrangement for a fan in chassis is to have them intake ambient air from the front and exhaust them out the back and top. Likewise you should take not of the orientation of your fans in a case as the improper orientation can lead to bad thermals all round.

If you want them set as an intake then have the fan's exposed blade area facing the side where you want the air to be bitten and introduced and conversely the stickered side should be the side that exhausts. Hopefully the manufacturers have thought of this dilemma and introduced a measure to make all our lives easier by putting airflow makers...

In a nutshell,

^is the exhaust side

^is the intake side

* clockwise rotation will cause the fan to bite into air thus the intake.
