When I have my graphics card in the PC and i boot up, I get no beeps and nothing comes up on the screen. Just black

I took out the graphics card and started it up and I got the message "reboot and select proper boot device or insert boot media in selected boot device and press a key" I inserted the disk that came with my mobo. I think that has the BIOS on it? It shows the first screen of the BIOS (shown in the manual) and then reverts back to the "select boot device" thing.

Did I damage or get a damaged graphics card? Is it the motherboard? I dont know what the problem is...

Solution
OK, so what exactly are you trying to achieve? You need to install Windows before we can troubleshoot anything in detail. Use the integrated GPU to install it. After that, put the GPU into the system. Then download drivers for the 390 and install them (Still using the iGPU). Finally connect the monitor to your 390 and it should work fine.

I got the BIOS and everything

I tried to do it again with the graphics card installed and all I get is a black screen

Due to spacial issues on my motherboard I have the graphics card in the second of three PCIe ports so I put that one as the main port in the BIOS. Still nothing. I disabled the integrated intel graphics from the BIOS. Still nothing. Whats going on?

You haven't answer my question; is Windows already installed on the PC or not? Did this happen randomly or right after a specific upgrade?

Right now, without knowing either of those things, I can only suggest that you reseat all your SATA cables and try again.
