It says is either not designed to run on windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support.

Yes you can make an installation disk from an ISO file. After that use that disk and use your Windows key to activate the installation.

Windows 8.1 is an upgrade from Windows 8.
