i7-4770k Cooler Advice + SSD Advice

I'm loooking for an aftermarket cooler since my processor is idling above 55 and on PRime 95 it crosses 100 on all 4 cores on stock cooler.
I would like some suggestion regarding Ram+ SSD also since I'm a bit tight on budget.
Current Setup:
Cpu : i7 4770k @Stock with Stock Cooler
Mobo: Gigabyte z97x-ud3h black edition
Ram: Kingston HyperX 8 GB 1600Mhz
GC: Msi Gtx 960 2G
PSU: Corsair vs550
Hard Drive: Old WD 250 GB 5400rpm in 2 partitons(C -120 GB and D) as OS drive(I know its vintage for this PC)
2TB WD Red
Case: Cm Elite 311 with one 140mm Fan pulling in and one 120mm as exhaust in back.

I have a budget of roughly $160-170
I can either get Corsair H80i GT + Another Stick of Kingston HyperX 8gb
Or Samsung Evo 850 250 Gb SSD + Cm 212x Cooler

If you advice to go with SSD, please provide a good guide about How to install and what all to change in BIOS.

The 212 EVO is plenty suffieient for OCing up to about 4.6 with a 4770K and isbetter than the H80i, another possible (often a buck or two lower in price is the Cryorig H7). WOuld go with one of those two then get the SSD. With DRAM it's best to get the full amount you want/need in a single package so the sticks are guaranteed to play, 'adding or mixing DRAM can be and often is problematic and offers no guarantees the DRAM will all play nice, see item 2 here:

You sure? my current partition of 120 Gb is almost full at 98 Gb currently even when I have installed no games or vms on it.
That's the reason I'm looking at 250.
