New PC stuttering like crazy in gaming

Hello,

I have 2 PC`s, they have similar hardware.

1st PC(runs fine): i5 2500k, GTX 960 OC`d, 10GB ram(4 sticks, one is 4gb, rest are 2gb), SSD + HDD, games and OS installed on SSD. PSU: 550W 5y old RECOM.

Performance is as expected, 80-81 fps in Unigine valley @ 720p(testing @ 720p as new pc did not get its new screen yet so it uses an older one), games play well and so on. Syndicate is 40+ fps @ 1080p in an intersection with a lot of foot and carriage traffic.

2nd PC(really bad stuttering): i5 6400(Skylake), r9 380 Windforce, 10gb ram(2 sticks, one 8gb, one 2gb), NO SSD, OS + games installed on HDD in different partitions. PSU: 600w 80% efficiency Segotep.

Performance is low, 63fps in Unigine Valley even with a 9% Clock OC and +12% Power limit for the video card it only adds 1 fps. Stock or OC the card looks a bit more unstable compare to the 960.(unexpected as everyone i talked to said the 380 is much better)

In games, the 2nd PC is stuttering every few seconds, fps drops to 25 in Syndicate(my old 6970 could do 25 fps with the same settings LOL) at times and it just jumps all over the place. All this @ 720p. Not even remotely what i expected. Changed settings to low, restarted game, stuttering remains.

All drivers updated, relevant tweaking made like Windows power set to favor performance and so on.

I have tried different drivers, currently on the newest ones but no difference... and i have no other clues as to what to do other than to get a SSD but i don`t want to get it without it being needed.

Anyone has any clue as to what could be causing this?

Any advice? Why is the new PC not running better?

I upgraded it one by one usually as i needed it. The 2nd PC, the one that has problems, had them with just 1x 8gb stick, i added one more 2gb stick to see if it changes anything and just left it on... while the 1st one with 4 sticks has no issues.

Yes, the only reason i added the extra 2gb stick was to see if it improves the stuttering. It did not, its the same with or without.

I did read that many have this issue with the r9 380... i could still take it back and replace it... just need to decide fast as there are only 5-6 days before the 14 days pass.

Currently installing Dragon age Inquisition on my old system - the i5 2500k one with GTX 960 to see if it has the same issues. Installing on the HDD not the SSD.

Ok so on my i5-2500k PC it runs well, everything on ultra- 45ish fps normal, 30 in cutscenes(i think the cutscenes are that way) no stuttering of any kind.

This eliminates the need of a SSD.... but i still have no clue what is causing the issues.

Unless a solution is found i`ll just take this back monday and if they can`t figure it out take the money back. It looks like its not so simple to figure out what is causing it without replacement parts.

It was the r9 380.... updated the bios for the old pc and it works on it now but its stuttering like on the new one. The GTX 960 is not stuttering on either pc...

Thank you for the help! Not sure if i got a broken one or its the normal behavior for the 380.... but i`m taking it back and getting a 960.

Now the question is:

For 1080p should i get a 4gb 960 or try with another 2gb 380... same price on both... what is best?

235-265$ for most of the brands... i plan to OC whatever i get.

Also found gigabite g1 gaming at that price for the 380, 4gb model.

So, 4gb g1 gaming 380 or gigabite oc 960 4gb or well any brand at 2gb for both models?

What is better oc'd?

Well a few fps one way or the other won`t really matter all that much i won`t keep the card long enough to be outdated to the point where 3-4 fps makes a difference... so if its all the same i guess. That is the reason i don`t go higher to the 380x... well that and the fact that my 550w 4y old RECOM psu might not like it. :)

One last comparison if you are kind:

OR

Sapphire Radeon R9 380 NITRO 4GB - 266$

This would be a contender but i don`t think my PSU has an 8 pin connection: GIGABYTE Radeon R9 380 G1 GAMING, 4GB - 271$


Is the GTX still the best of the bunch or close enough not to matter?
