Cannot Create A Partition When Installing Windows 8

I have tried many things, and when I try to make a partition using the unallocated space of either my new SSD or my old Hard Drive, it says, "We couldn't create a new partition. Error: 0x80070017. Please help me, and thanks in advance.

Try using a software (Seagate DiscWizard). Otherwise, your system wont let you create a partition because the disc isnt set to NTFS/(MTB? i dont know the exact word).
