I have a i5-4690k @ 3.50GHz and 2 970s in SLI. I haven't noticed the scaling that should've taken place with SLI (FPS is the same or even lower at times) and I looked at load during intensive games and benchmarks, and neither of the two cards get even to 50% and the CPU is stuck at 50% and wont budge. I don't understand why it is doing this. I am on high power settings.

Have you ever Googled "Nvidia 970 3.5GB engineer explains"?

Not saying that's the only issue.

Some games can't use more than 2 cores and that would give you 50% utilization on your processor.

SOme games can only sing'e-thread - that'll give you 25% utilization on the processor.

Without knowing what games and what settings, we won't get much furhter than the rather weak joke of the 3.5GB debacle on those cards.

Of course, the monitor(s), the resolution and refresh rate as well as how you have it connected - all matters.
