Low FPS in battlefield 4 when not recording with AMD Raptr?

I know that this sounds weird, but when only play battlefield 4, when I am not recording with AMD Raptor I only get 25-35 FPS, but as soon as I hit that record button, it jumps right up to 60 fps and is locked at 60. It only happens in bf4, every other game gets around 60 fps locked (tomb raider, rocket league, bf3, csgo). I tried battlefield 3, thinking that maybe my GPU didn't like that particular game engine for some reason, but I maxed out bf3 and got 60 FPS locked.
My build is:
R9 390
FX 8350
16gb ddr3 @ 1600mhz
600w PSU

My temps are okay at around 45 degrees Celsius when i ramp up the fans. I know that this is a very strange and probably uncommon thing to happen but any help would be appreciated. I tried reinstalling the game, tried reinstalling the AMD Raptr, also tried installing them on different drives but not a difference was made. My ping was very low @ less than 50ms every time i tried playing. I also tried different graphics settings and even on low I was getting around 55 fps, I play at 1920x1080p. It's just strange because I maxed out every other game when NOT RECORDING but when I don't record with raptr, i get bad FPS. PLEASE HELP!!!!

Does the game play noticeably smoother when recording (60fps)? I only ask because maybe the FPS monitor you are using gets confused and is not reporting the correct number when you are recording.

You should be able to get better performance though.. Make sure to turn off any nvidia proprietary graphics options OFF. (if they even have any in BF4, I dont know).

Yeah, i want to use OBS, that records fine, and I get 60fps when not recording, and when i am recording. I tried just un-installing raptr but that didnt do anything.

I didnt mean to make this the best answer, i accidentally clicked on that button, but anyway, it is very noticeable, the 30fps is very choppy and the 60 is very smooth. Unfortunately, bf4 is an AMD game so there are no nvidea graphics options
