Which helps me to play games in high-ultra
Which is good for my rig and for my budget
If i buy a 750ti i can buy a 8x2 16 gb ram,500watts,a gaming keyboard and mouse
If i buy a gtx 960 i can buy a 8gb ram,550watts psu,
Which would you recommend

The ram matters very little above 8GB, I would by the GTX 960 over the 750TI because you will get better performance.

960 and 8Gb ram will far outperform a 750ti with any amount of ram. You won't find a good quality 500w psu, that you'll only find at 520w or 550w. This makes option #2 the best by a long shot. I gamed on a Sony vaio keyboard and a $6 Microsoft mouse for years. Gaming keyboards and mice are nice, but not necessary for decent playability
