I have this computer http://www.altex.ro/sistem-it-myria-gameon-v10-amd-athlon-x2-340-3-2ghz-6gb-1tb-amd-radeon-r7-240-2gb-ddr3-linux-9940000516716, go to "specificatii produs" and you have its full specs. I would like a 125$ budget cpu and cooler that can run games like cs:go at 100 fps.

For a good cpu i go for AMD A10-5800K
And for a cooler i like the Raijintek Aidosthe price for all this here in portugal is 116,80€ (126.9 USD)
is a little more then your budget but i think is the best you can get
