I3-4150 system or e8400 system? Cheap vs expensive.

Not a gamer, but might play in future or just buy ps4 or Xbox. Or just play on laptop I will buy with skylake i5.
Not buying a Gpu , but might buy a old cheap 512mb for hdmi port.($10)
I'm thinking of these used systems which r imported here as well.
If going ddr2system , I will be buying a c2d 3.0 ghz e8400 pro, with desktop with built in dvd rw combo, psu, n motherboard of Intel q45. I have ddr2 ram from my old dell optiplex gx620
Dell optiplex 760 or Hp dc7900.

Or go for ddr3 - 1333hz bus speed as these system support till that or 10600.
Same processor with built in everything. N Intel q45 motherboard of its own.
Dell optiplex 780 or Hp 8000 or Hp 6000 or even Lenovo q45.

Not going to overclocking since I have no idea how.
But my load will be Windows 10 ( prefer 64 bit), torrents downloading non stop, with other works or streaming n watching movies at full hd.
Streaming to other devices( mobiles, tablets n etc) n later on led tv.

Or go for used haswell system I
i3-4150 ,with asrock h81 pro Btc, 4gb ddr3 ram , cooler master 335 casing with antec green 380w or seasonic 300w ( both being 80 plus), dvd rw combo,
Only processor have 2 yrs warranty left.
Or go for used Asus h81m-k same price as asrock. It have Dvi port n d sub only.

The ddr2 system will cost $20-25 desktop ( tower have more psu with $15 expensive, same for ddr3)
Ddr3 system will cost $40-50 desktop

The haswell will cost $160-170.

For all the things you described you want to do simultaneously, you should really go with haswell. That said, I'd take a haswell/skylake build regardless, as 775 socket is 10 years old, so haswell will last you longer.

I forgot to add this.
My dell optiplex gx620 desktop which I bought used 5 years did all this fine except few lagging when opening words n excel n sometimes on surfing in Windows 7 32 bit with the same ram I have.
Reason going upgrade is that the motherboard is dead n will cost me to buy a second hand board $15.
